On children who come into foster care for treatment of emotional health needs.

Unfortunately, we all see children who come into the foster care system due not to maltreatment but rather due to their parents’ inability to manage behavioral issues stemming from the children’s mental health or autism spectrum disorders.

As we recognize, the purpose of foster care is to ensure that a child whose parents or guardians represent a threat to that child’s safety can be protected from abuse or severe neglect. But many states are struggling with situations in which children come into foster care simply because the parent is exhausted and unable to cope with the child’s behavior.

I’ve created a survey to gauge how states and localities are addressing these issues and would appreciate all of you with involvement in this area both responding and forwarding the survey to folks who can help get to the bottom of these issues.
